Police activity on Owens at BART, 11/7, 3:00 pm

Does anyone know what happened on Owens Drive at the BART station on Saturday 11/7 around 3:00 pm? Many police cars, officers with weapons drawn on a vehicle that looked to be on the embankment and a person arrested.
