What's with SOME bike riders around Ptown lately?!

In less than two days, it's been an almost unfortunate and always frustrating situation when some (not all), bike riders just either forget, disregard or plain don't know the rules when riding in the road with motor vehicles that far outweigh them, which could mean a disastrous result mostly for the bike rider. As we were crossing Bernal from one of the developments, a boy about 9 or 10 years old came down the sidewalk. He wasn't wearing a helmet and to our shock didn't stop at the crosswalk and came very close to being hit by our car. Luckily we were going slow enough for him to dodge the car by turning out of the way. I didn't notice any parents who may have been far behind him at the time. Then, riding through downtown Pleasanton, and stoping at the "T" intersection right in front of some downtown establishments, as I get ready to turn left onto Main, an adult bike rider just continues to bike down Main St., coming from my rightside, where I believe there was a red light and cars were stopped, peddling into my turning path and I guess he knew he was wrong when he waved and continued riding at a fairly fast pace. First, is there a place where people can get rules regarding bike riding. I really need them as a automobile driver. Also, is it still the LAW that helmets are required, or did that change? Thankfully no one was hurt, although it was close enough.
