I agree with Marlene Baca that in posted "on-leash" areas, owners should keep their dogs leashed. I understand that some dog owners like to let their dogs run free... it makes them so happy! However, here is the problem: If your dog is off-leash and you do not have COMPLETE voice control over your dog, it can go running up to a dog that is leashed, and cause a possible fight between the two dogs. In a situation such as this, the dog that is on-leash is put on the defensive. If one or both of the dogs is dog-aggressive, this could lead to a fight, and injury to both dogs and possibly to their owners. Please think about this as you let your dog off-leash in "on-leash" spots. Take your dog to the Pleasanton Ridge for a hike off-leash, or to the dog park on Muirwood.

I never walk my dogs off lead. Nor do I ever go out without a Ziploc of ground pepper in my pocket. Between a long leather dog lead to use as a whip and pepper to throw in the face of an approaching dog, I feel well prepared. My steps will certainly enable me to file litigation against not only an "off-leash" dog owner who has an animal that picks a fight with mine, but also against the City of Pleasanton for not enforcing the law.
