The Cost of California's Bureaucracy to Education

"Most K-12 teachers would be shocked to know that the California Commission on Teacher Credentialing actually draws 32 to 33 million dollars a year in funding from K-12 education. That's because most teachers have direct experience with this agency as a blood-sucking fee machine. In fact, the licensing, testing, and credentialing fees do generate 21 million dollars a year while the actual hard work of fingerprinting, collating extensive teacher applications, and issuing certifications accurately costs only 9 million dollars. The 12 million surplus should be able to run the California Parks Service, but no, the Professional Services and the Professional Practices divisions cost tax payers 45 million dollars a year. Hence, the California Commission's yearly drain on the general fund."

The editorial speaks to the issue of government waste. If you ever hear a bureaucrat or politician exclaim "all the fat is gone", hold your wallet. The next sentence will surely be "we need to find new streams of revenue (your tax dollars).
About revenue streams… while surfing the state web site, I stumbled across this list of the 250 biggest personal income tax cheats. #1 has over $9,000,000 due, number two has over $7,000,000 due. Web Link
Dionne Warwick still owes us more than $2,000,000, think about that the next time you catch her barking through a speaker while you're in an elevator!
Question: Why are there two competing education bureaucracies in Sacramento: the Department of Education Web Link and the Office of the Secretary of Education Web Link ? They certainly do not work cohesively and often work against each other.
