Measure G Oversight Committee Has No Clout
Original post made by Ken in South Pleasanton on May 31, 2009
"an independent citizen oversight committee with a minimum of seven members shall be appointed by the Board of Trustees of the District to review the expenditures funded by the measure in order to ensure that said funds were spent for the purposes approved by the voters."
Note that the committee will review funds ALREADY SPENT by the district, not review proposals to spend the funds. Once the funds are spent, do you think we will get them back if the committee thinks they were poorly spent? NEVER! Especially if the committee only meets quarterly to review reports created by the agency they are meant to oversee!
This is folly and should not be allowed. If you want real clout, empower the citizens' committee to review, approve, or disapprove PROPOSED spending from the tax fund. Don't allow the district to spend the money and then try to convice the committee how great the idea was. This would insure better debate over the issues and hold those submitting the proposals more accountable for submitting well-conceived and and thoroughly vetted plans.
The current wording of measure G basically says that the parcel tax funds will be spent to maintain the status quo. Things have changed for all of us, and we need new thinking in PUSD to address these problems. Vote No on Tuesday.
