Below is the criteria used for selecting boys for division 1. I think this is similar to Rage (correct me if wrong)
From the BUSC website:
Former and potential competitive soccer players will be evaluated in four areas:
1) Mental dimensions (character, discipline, and leadership)
2) Physical dimensions (endurance, strength, and speed)
3) Technical competence (soccer skills)
4) Playmaking ability and positional play (making runs, reading the game)
What seems to be missing is:
5) Member of the Pleasanton Community
6) Character
7) Loyalty
In Rage’s survey, they seemed to have interest in the community's feedback. When it seemed that the community wished for a better local representation on the premier teams, they countered with there philosophy of creating scholarship athletes, whether from Pleasanton or Elk Grove
I recall when reviewing the BUSC site in the past and that only 3 players from other communities would be allowed on a BUSC team without prior board approval. I know of multiple teams where there were more than three players, but have yet to find an approval on any of the Board's minutes. I could not find the reference there today. I wonder why it would change.
