How long did these two thieves work at this public agency? Who or what agency was watching over them? How could employees complain for two years and no one was listening? Didn't the fact that a husband and wife were the two in charge of the money cause alarm bells to ring with the auditors??

This is not all that unusual. You should become familiar with the county cesspool you pay for. First, why are we paying somebody to write grants FOR people to ask us to bestow gifts on them. The county is inbred with the workers and recipients, often relatives or friends. I've worked in there...I know. Not that many come the distance from Pleasanton, so most live closer to the job.
Some workers are aware and don't care; some are of similar mindset; some would like to report but for several reasons fear reprisals from immediate superiors. Some dept heads run little empires.
The permanent Co. Grand Jury investigates these issues, when reported to them, and prosecutes accordingly. They conduct secret interviews.
One high level manager thought all bosses lived royally, and she should too, SO...she had a large portrait of herself made to hang in her office, and had a fresh flower fund....both which YOU paid for.
You really should take the time to go in and check out all the goings on in your Alameda county courthouse. Remember you pay for every person, in every department in that building....PLUS their retirements !! That's just the start, there are many times more people and activities going on in other facilities throughout the county.
Then we have the whole state of CA for more exciting tales,.. like the loyal, dedicated DMV ring of workers, who for a little extra spending money, for several years, sold driver's licenses on the side to illegals! It's likely being repeated somewhere in the state today.,,they continue when others just say 'cut me in'.

Yes, I looked it up on wikipedia too. But who will watch those who are watching the watchers? And who will watch them? And who has time and money to pay people to watch or not watch, that is the question.

The couple in question are not county employees. They ran a non-profit. They did recieve contracts to provide services to community members. They robbed people in need of services for their own pleasure.

It's all intertwined. Yes, NON-profits are inbred into the corruption process as well. It is a very 'PROFITABLE' lifestyle.
All kinds of small and large non-profits live off OUR GRANT (tax) dollars. There is an entire non-profit culture of otherwise UNemployable people, who ? earn ? receive $200,000. annually right of the top of those hard-earned taxpayer GRANTS !! It's a whole world of opportunists as bad as the phony medicare clinic factories.
The inner structure of many non-profit grant operations need outsider verification....NOT just one rung up the ladder 'protection'.
