People who go out of their way to be nasty

I have a "co-worker" who seems to take joy in not only squshing my good moods, but also in making the people who work below him absolutely cringe at the thought of having to deal with him (which seems nonproductive in my book) Isn't it self-defeating to supervise peole who you need to interact with, and alienate them to the point where they avoid you? What management training do they teach you THAT technique at?
Anybody want to share their tales of woe so I know I'm not alone in dealing with this guy??
