Low flying helicopter

At night, 2 times this week and atleast 1 time every week previous I see a low flying helicopter. It flies lower than the SWairlines (Duh!) and it sometimes illuminates different brightnesses. Any idea what this is? It doesnt seem to be following anything, it just (flies) aimlessly. Please let me know if you have any ideas?
Can I fly a helicopter and fly it around like that legally? Sounds fun.

Is it kind of a gray helicopter with greenish stripes on it? That'll be the East Bay Regional Park Police helicopter.

It's probably looking for vacant, slimy green pools for mosquitoes. West Niles is here and they are looking for stagnat waters.

usually on a medi vac they go to a hospital. this helicopter flies around carelessly!
