I did a google search of "school districts freezing teacher salaries," and what I found was page after page of articles about school districts across the country instituting wage freezes for school district employees.
PUSD has said that because of the State of California's budget problems, education funding for PUSD is in a state of crisis.
It's not just California. It's Idaho, Arizona, Missouri, Utah, Virginia, Oregon, Minnesota, Iowa, Pennsylvania, Tennessee, Vermont, the list goes on and on.
The entire nation is facing an economic crisis, and throughout the nation, school boards are facing the reality that the only way to keep solvent, the only way to continue to provide education to students and retain important educational programs like CSR is to freeze salaries.
It's not a matter of choice, it's a matter of necessity.

So where Russell do you expect PUSD to get $15 million to fund S & C over the next four years?
If PUSD chooses to keep S & C, they will have to choose to make cuts elsewhere.
Kids education versus raises for teachers? I think the choice is pretty clear - not happy, but clear.
I don't expect teachers to like the idea of a salary freeze - no one in the private sector does either.
Teachers are welcome to try to find a job within the private sector that provides the salary, benefits, security, hours and working conditions that their teaching jobs provide.
In fact, they should try because a reality check like that might make them aware of what so many of us in the private sector know is true right now - if you've been able to keep your job, you're lucky.

PUSD, like all CA districts, has to have step and column. A salary schedule based upon years of service and educational level is mandated by law. What's important to realize is that the contents are negotiable. That's why on the Jan 8th "Cabinet identified" list of reductions under "Negotiable Items" they list "Defer Step and Column Increases". If teachers are concerned about how freezing step and column would affect the teachers with seniority, well they can negotiate that too.
