Dogs frighten children near Mohr elementary

I was running near Mohr elementary, when I noticed two women with dogs (unleashed) running back and fourth, across the end of Martin Ave. This is also a drop off point for many of the children who attend the school. A child who was getting out of her parents car was startled by one of the dogs and screamed. The "owners" of the dogs seemed to be oblivious until the parent yelled at one of them (owners)

1st- The end of Martin is right on the border of a public park and school grounds ---Dogs need to be leashed.
2nd- If one of the dogs knocked down a child, the owner would likely be sued.
3rd- The dogs running across the street could be hit by a vehicle.

Use common sense. I know owners love to give the dogs room to run, but not across streets or near school drop off/pickup points.
