Magnitude 4.0 quake strikes East Bay near Richmond this morning

BART trains are continuing to have short delays this morning after a 4.0 magnitude earthquake centered near Richmond shook the Bay Area at 5:33 a.m., followed by a second magnitude 2.0 quake about 30 minutes later, according to the U.S. Geological Survey.
