Why is Pleasanton Garbage Service so slow in switching out cans?

I called Pleasanton Garbage the other day to inquire when I'll be getting a smaller garbage can -- I ordered one back in October! Can you believe that they're still haven't processed the requests from September? I understand they were overloaded with requests, but this is taking way too long. They should give discounts to all those who requested the new bins, even if they haven't received them yet. In this economy, $5/month is no small change...
