A tentative agreement between the school district and the California School Employees Association could help restore programs and jobs cut earlier in the year.

The agreement, to be considered at tonight's school board meeting, would eliminate overtime and allow for up to four days of furloughs, triggered if the state cuts its base revenue limit (BRL) -- what the district gets per year, per child -- by specific amounts. For example, if the state reduces the BRL by between $243 to $274, CSEA workers would get one furlough day, and get a second furlough day if the BRL gets cut from between $275 to $306.

That matches the number of possible furlough days approved by the teachers union last month; A public hearing will be held before the CSEA agreement is approved.

The parties will revisit the agreement if either of the two school funding ballot measures up for a vote in November is approved.

The board is set to bring back some of the programs cut earlier to balance the budget.

Last month, the district's administration recommended, among other things, bringing back the equivalent of 5.1 full-time counselors -- the equivalent of 1.5 counselors at both the elementary and middle school levels and the equivalent of 2.1 fullitime counselors at high schools. That would cost $408,000.

An additional $320,000 would add four reading specialists, for a total of six, to do interventions, with the plan of catching elementary school students before they fall too far behind their classmates. The equivalent of five physical education specialists would be returned at a cost of $400,000 as part of the plan, set to be voted on by the board tonight.

The board will also discuss a separate list of jobs that could be restored, including elementary school technology and library specialists, custodial services and maintenance services.

The school board is set to meet at 7 p.m. Tuesday at the district offices, 4665 Bernal Avenue.
